Leo Yan bff015d06d clk: hi6220: change watchdog clock source ...

The watchdog is using 32K clock source but the old code is using tcxo
as watchdog clock, as result the watchdog timeout cannot be set
correctly and delay long time to reset system. So fix to use 'ref32k'
as clock source.
